Publishing with Microsoft Expression Web results in a 403 error

This occurs when you have provided Expression Web with the HTTP address to the website. Since FrontPage extensions are only partially supported, publishing by HTTP will not function.
To fix tihs issue, you must alter the URL to the website in the site's configuration within Expression Web to begin with ftp:// rather than http://
