Problem Description
When attempting to authenticate/communication with Facebook OpenGraph servers (for Facebook or Instagram), you receive the following error:
There was an error when trying to connect to Instagram.
Error: HTTP Request
http_request_failed: cURL error 28: Failed to connect to graph.instagram.com port 443: Connection timed out"
Problem Resolution
This most often occurs because of either outages on the Facebook servers or some kind of rate limiting. Please see the following numerous references to issues with this being a result of Facebook server problems:

If you Google the error you will find dozens of these discussions. Unfortunately there is no known resolution - perhaps if enough people complain to Facebook they'll fix it?
Note: we're happy to double check this against our firewall solutions. So far, the Facebook Graph servers have yet to be found as blocked on our end.
