Problem Description
Outlook says: Your mailbox has been temporarily moved on Microsoft Exhange server
The issue - despite the messaging - is not a change on the server-side, but an issue with the Outlook profile on your computer.
Problem Resolution
Please do not select the option to use a temporary mailbox. Instead, completely close out / quit Outlook. Reboot your computer. Re-open outlook.
If the issue persists:

One of those three has always resolved this issue. If you have found otherwise, you may need to contact Microsoft Outlook support or have a technician look at your computer.
